APDCL invites Online Tenders for Construction work for electrification to the tea garden labour quarter

The Chief General Manager (HQ), APDCL , BijuleeBhawan, Paltan Bazar, Guwahati-781001 invites Online Tenders for Construction of 11 KV line (length 76.2 Km), 110 nos. of 11/.4 KV 16,25,63,100,250 KVA DTR S/s, 3-Ph 4 wire LT line (length 66.95 km) & 1-ph 2 wire LT line (length 96.1 km) for electrification to the tea garden labour quarter under Tinisukia, Dibrugarh, Sibsagar, Jorhat, Golaghat, Tezpur & Mangaldai Electrical circles of APDCL under Annual Plan 2016-17 on Full “Turnkey” Mode in 2(two)package.

Special Instructions For e-tendering

1. Instructions to bidder on Electronic Tendering System

These conditions will over-rule the conditions stated in the tender documents, wherever relevant and applicable.

1.1 Registration of bidders on e-Procurement Portal:- All the bidders intending to participate in the tenders processed online are required to get registered on the centralized e-Procurement Portal i.e. https://apdcl.etenders.in (Please visit the website for more details).

1.2 Digital Certificate:

1.2.1 The Bids submitted online should be Sign & Encrypt with bidder’s own Digital Certificate to establish the identity of the bidder bidding online. Digital certificate of Class-II or higher is required in this system with Signing and Encryption utility/Certifcate.Digital Certificates are issued by an Approved Certifying Authority, by the Controller of Certifying Authorities, Government of India.

1.2.2 Digital Certificate may be issued upon receipt of mandatory identity (i.e. Applicant’s PAN Card) and Address proofs duly verified and attested by the Bank Manager / Post Master / Gazetted Officer. The requisite fee has to be paid at the time of apply for the DSC. For more details please email to support.assam@nextenders.com

1.2.3 Bid submitted with the particular DSC has to be keep in safe for the entire process of bidding as no duplicate copy of the DSC is possible.

Service provider or the tender authority is not responsible at any case of lose/theft/Damage of the DSC at any stage.

1.3 Signing Up or Opening of an Electronic Account: To participate in the bidding process, intending bidders requires to register his/her farm in e-tendering portal https://apdcl.etenders.in. For online payment/service fee payments guidelines, please refer to the Home page of the e-tendering Portal https://apdcl.etenders.in.

1.4 Pre-requisites for online bidding: In order to bid online on the portal https://apdcl.etenders.in , the user machine must be updated with the Java(Java version 7 update 67) & DC setup. The link for
downloading java applet & DC setup are available on the Home page of the e-tendering Portal.

1.5 Online Viewing of Detailed Notice Inviting Tenders: Bidders can view the detailed N.I.T and the time schedule for all the tenders floated on home page prior to login at https://apdcl.etenders.in

1.6 Key Dates: The bidders are strictly advised to follow dates and times as indicated in the online Notice Inviting Tenders. All online activities are time tracked and the system enforces time locks that ensure that no activity or transaction can take place outside the start and end dates and the time of the stage as defined in the online Notice Inviting Tenders.

1.7 Online Bid Preparation (Technical & Financial) & Service fee payment:

1.7.1 Bidder who intends to bid has to pay a sum of service fee(which is Nonrefundable) as applicable through the secure electronic payment gateway using different payment option like net banking/debit card/credit card/e-wallet etc. Service fee paid to the service provider is non-refundable in case of Successful bid submission, unsuccessful bid submission and in case of Cancellation of tender and subsequent Re-tender.

1.7.2 The bidders shall have to upload a scan copy of DD for document cost payment and scan copy of EMD instrument copy at the very earlier stage of the online bid preparation.

1.7.3 Technical offer containing scan copy of all the specified required in tender document has to be upload in PDF format only. Technical offer should not contain any price information. Bidders are requested to scan documents in 100/150 dpi in separate file(Not in pages) for uploading. Bidder can upload a single file of 10MB in size in multiple nos.

There is separate format for price bid where rates to be quoted.

IMPORTANT NOTE:-

(A) Bidder fails to complete the Online Bid Preparation & Submission stage on the stipulated date and time, his/her bid will be considered as “bid not submitted”. No further correspondence will be made either from Service provider or from tender inviting authority.

(B) Bidders participating in online tenders shall check the validity of his/her Digital Signature Certificate before participating in the online.

(C) For help manuals please refer to the “Home Page” of the respective e-Procurement website and click on the available link “How to .. ?” to download the file.

(D) Bidder can rework on his/her bids even after completion of ‘Bid Preparation & submission stage’ (Bidder Stage), subject to the condition that the rework must take place during the stipulated time frame of the Bidder Stage.
